DOE sets regulatory foundations for nuclear energy integration

October 2, 2025 · The Department of Energy (DOE) unveiled a framework for the integration of nuclear energy into the Philippine power generation mix through Department Circular No. 2005-10-0019, signed on October 2, 2025 by Energy Secretary Sharon S. Garin.

The policy outlined the foundations required to construct the country’s first commercially developed and operated nuclear power plant (NPP), designated as a Pioneer NPP.

“This is more than just a policy document, it is an investment signal,” said Secretary Garin. “By establishing clear rules for nuclear integration, we are giving confidence to investors, partners, and stakeholders that the Philippines is ready to responsibly and strategically accept nuclear energy as part of its clean energy transition. Nuclear will complement renewables by providing reliable, stable baseload capacity-ensuring that our economy has the energy security it needs to grow while meeting climate goals.”

This follows the recent enactment of Republic Act 12305, the Philippine National Nuclear Energy Safety Act (PhilAtom Law), which ensures safe and responsible use of nuclear energy in the country.

The Philippine Atomic Energy Regulatory and Safety Authority (PhilATOM), an independent regulator of all nuclear and radiation activities in the country, is tasked to ensure compliance with the International Atomic Energy Agency’s standards. It will act as the country’s point of contact for nuclear and radiological emergencies.
