ADB to continue flood control projects in the Philippines

September 26, 2025 · The Asian Development Bank (ADB) announced that ongoing corruption scandals in flood control projects will not deter its work or prompt a freeze on investments in the Philippines.

Andrew Jeffries, ADB Country Director for the Philippines, stressed the importance of strict policy implementation for ADB’s USD 13-billion financing portfolio and the six-year country partnership plan. He said, “Our role isn’t to shy away from problems. Our role is to try to help our developing member countries and governments solve problems.”

The bank is currently implementing a flood control project across two river basins: one in Mindanao and another in Northern Luzon.
