BCDA signs 3 deals with Japanese partners for waste-to-energy, sustainability

October 8, 2025 · The Bases Conversion and Development Authority (BCDA) secures three agreements with Japanese government and private companies for projects on waste management, renewable energy, telecommunications, and sustainable development.

The BCDA is a government-owned corporation tasked with transforming former US military bases into centers for economic growth.

The first memorandum of understanding (MOU) was signed with Japanese industrial and engineering firm Kanadevia Corporation (KVC) for a waste-to-energy (WTE) facility in New Clark City in Capas, Tarlac.

BCDA will also be working with Japanese telecommunications firms IPS Inc. and InfiniVAN Inc. on the utilization of information and communications technology assets in the Poro Point Freeport Zone in La Union and other BCDA-administered zones.

Lastly, the BCDA finalized its agreement with the Japan Bank for International Cooperation (JBIC) for the development and promotion of BCDA projects that champion energy transition and support environmental and social sustainability.
