Sept. 5, 2025 — The Climate Accountability (CLIMA) Bill was refiled, and Negros Occidental 3rd District Rep. Javi Benitez urged his colleagues in the House of Representatives to support.

“CLIMA establishes enforceable mechanisms for holding polluters accountable, compels carbon majors to contribute their fair share, and provides vulnerable communities with access to redress, reparations, and resilience resources. In doing so, it ensures that our fight against climate change is not just aspirational, but legally grounded, transparent, and just,” Rep. Benitez said.

The Climate Accountability (CLIMA) Act, or House Bill 4420, was first filed in November 2023 and was approved by the House Committee on Climate Change in the 19th Congress. It was refiled in the 20th Congress by Reps. Anna Tuazon, Jose Manuel Alba, Javier Benitez, Percival Vilar Cendaña, Kaka Bag-ao, and House Committee on Climate Change Chair Aniela Tolentino. CLIMA is the first proposed legislation of its kind in the Global South, reports Greenpeace.
